Mark Baker, Owner

Mark spent 8 years working for the City of Richmond on the public side of the development process. Beginning in the zoning office and working his way up to the role of principal planner in charge of the current planning division and Secretary to the City of Richmond's Planning Commission. He worked on a high volume and wide range of development projects in the bustling late 1990s/early 2000's pre-recession economy. He learned all the City's land use and real estate related regulations from the ground up and participated in both the enforcement and policy creation sides of planning. He was recognized for his work through repeated promotion and employee of the year recognition.

Upon leaving the City's employ he was recognized by the Planning Commission by formal resolution for his service to the City including: “his expertise in planning; conscientious and thorough preparation; his exceptional standards of professionalism; his fairness and resourcefulness in facilitating solutions to difficult issues; his insight and adherence to sound planning principles…”

In 2006, Mark Baker established BDR, bringing his unique perspective to the private side of the development process where he continues to work on similar projects in Richmond and other localities. BDR has been a source for due diligence and has managed numerous projects including: small subdivisions; BZA variances and special exceptions; conditional rezonings, major subdivisions, special use permits and community unit plans. Our experience, local knowledge, contacts with City and County staff, and relationships with local decision makers helps soften the gauntlet, keep projects on track, and save clients’ time and money.
